This is an important set in address climate change.
We, the citizens of Washington State, petition our state legislators to enact the Governor's Carbon Pollution Accountability Act, HB1314, SB5283, in the 2015 session.
We petition for four basic reasons:
1. The release of carbon dioxide and other pollutants from industry in Washington State is causing devastating and perhaps irreversible harm in our state and around the world, including increasing temperatures; declining snowpack which reduces water supplies; the danger of forest fires, such as the Carlton Complex fire; acidification of our waters; a dangerous increase is asthma, particularly in low income communities; further damage to the ozone layer, leading to more cancers.
2. The bill will put the burden for reducing carbon pollution where it belongs - on the large polluters - and will generate nearly $1 billion per year in revenue to the state needed for education and to restore the decimated social safety net.
3. This is one small but significant step to making Washington State's tax structure fairer and help us move from being far and away the most inequitable state in the nation, taking seven time more in state and local taxes from the bottom 20% than from the top 1%. And it has racial equity built in.
4. The proposed system will ameliorate negative effects on low-income communities through the Working Families Tax Rebate.
